Which appears to be based on who offers the biggest payoffs. You can always find some reason for stabbing someone in the back if there is enough profit in it.

The blackmail systems installed in all the suites of their giant entertainment station should show you you how they roll.

They knew how the Manti Gov worked - it was no secret - all they had to do was wait for High Ridge to collapse and file grievance with the next Gov. Instead they turned traitor, whatever their excuse. Anyway let's hope that doesn't happen.

Until Haven went back to war, which Erewhon was damned unhappy about, there was no indication that the High Ridge government was going to fall any time soon. So, no waiting for the High Ridge government to fall wasn't really an option.

The Cromarty government lasted for decades. Erewhon couldn't wait around that long.

Peace, new trade routes, and a comeuppance on Manticore who had reneged on their treaty--which they consider a very serious offense.

Erewhon holds agreements as sacred. Violate one, and you will face retribution. This was retribution.

I think this is part of the organized crime mindset that still informs the Erewhon political process. When you take retribution, you go over the top and in your face. You don't just kill the horse, you put the horse's head in the guys bed.

Making a separate treaty with Haven (at a time when Manticore claimed to be working on such a treaty and was going nowhere) was the horse's head.

They had the looming or active war with Haven to hold them together, and the Centrist/Crown Loyalist coalition was much, much more ideologically coherent than the Progressive/Liberal/Conservative Association coalition. Also, in the same story where Cachat did the spadework to set up the Haven/Erewhon alliance, Anton got information that would likely have led to the collapse of the High Ridge government even without the resumption of hostilities. I don't think the High Ridge government would have survived six months past the destruction of the North Hollow Files, regardless of any other events.
