Actually, a citation is needed. There is no doubt palm-oil (because I think that's what you are referring to) has a negative environmental impact among other things - but AFAIK there is almost no impact on the food situation in either Africa or Asia.

I've got no idea if he is refering to anything specifically. I think that, in general, it would be deliciously evil.

My understanding is that it is an overall comment. If the earth has a finite amount of edible carbohydrates and some is converted into ethanol for fuel, that reduces the total amount available for human consumption. I do know that in Australia we prefer to supply aid to famines in Africa in kind (like grain), rather than money which is more easily diverted. Thus more fuel, less grain equals more famine.
About 45 years ago I was chief chemist for our Barley Board, when there was a famine in India. At government insistence we shipped thousands of tons of seed grain over to be planted for the next harvest. Being seed grain it was laced with insecticides, fungicides and other stuff. The packaging was prominently signed as being unfit for human consumption. Mass poisonings ensued. Turned out that the Rajah of that province had it all repackaged in kilo lots to sell to the starving peasants.
