Yes and no... Most of the Japanese high Command were willing to fight to Scorched-Earth levels, even to the point of authorizing and instigating the training of schoolchildren in how to use knives to kill enemies. Emperor Hirohito was the one who made the final decision after the destruction of Hiroshima and Nagasaki convinced him that Japan would not survive should the war continue. Russia switching from neutral to Enemy of Japan helped to sway the decision. In his own words, "the war situation has developed not necessarily to Japan's advantage", a truly masterful understatement given the situation at the time. ~~~~~~
