I think the point he may be trying to make was that with only half the population engaged in fighting the war or producing materiel for the war would be at a disadvantage. Of course, that assumes the civilizations are of roughly equal size.

That's easy, make your best guess about the position of Terra (within in the Sol system) or Sol itself. Over interstellar distances without FTL propulsion, the Hajj will be the bigger problem. :roll:
